Manfred Madison (マンフレッド・マディソン) is the head of the The Scales's branch in Flanders and the second-in-command of the organization at large.[1]

Manfred is a tall, slim man with a bald head and long legs. He wears long, blue robes and has tattoos of scales across his body.
