Russell Fellow (ラッセル・フェロー) is the Treasurer of the Merchant Guild in the Dragon Kingdom of Lugnica. Debuting in Arc 3, Russell is yet to play a significant role in the centre-stage of the story, however, Russell played an important role behind the scenes, working as the current head of the mysterious organisation known as the Six Tongues.
Russell is a tall man with dark blond hair. He wears a good quality suit with a limited amount of adornments as to not look crude, giving off the impression of an able man.
Russell is a realist that is shrewd with money. He tends to decide on things based on profits and losses, and is only interested in figuring out how he can earn the most, leading to him being described as a mosquito that tries to drain as much money as possible from his opponents. Although he is married, the marriage was purely for political purposes, therefore he has no love for his wife.
Roughly 15 years before the events of the main story, Russell Fellow set up Roswaal L Mathers' mugging, right after the latter left the Royal Castle after the ceremony where he inherited the family name "Roswaal". By doing so, he insured that Roswaal had no ill plans with the Kingdom, planning to put it in danger through different means. He even teamed up with Roswaal and helped him form an alliance between two rivalling groups– The Brotherhood (led by Marcos Gildark) and The Golden Wing (led by Fareed Impusen). Later that same night, Russell allegedly sent a group of Six Tongues members to the Astrea Manor, in order to resolve the issue with the Divine Protection of Mind-Control, which the young Reinhard received in order to help out his father convince Marcos Gildark to re-join the Royal Knights.
At the end of the The Golden Lion and the Sword Saint, Riot in Flanders side story, the Felt Camp went to meet Russel Fellow, who introduced himself as the official representative of the Kingdom's Commercial Union. In addition to this, he stated that he had business related to Curse Marks. It was also revealed that he is the leader of the secret service organisation known as the Six Tongues.
Divine Protection (加護 Kago): Russell has the Divine Protection of Evaluation (目利きの加護 Mekiki no Kago), which enables him to determine if an item is of good or bad quality, and if the item is in front of him, he can evaluate its condition and quality with perfect accuracy. However, if he is evaluating an item he's never seen before, he can only know if it's of good or bad quality, and gain no knowledge of how it's used or how much it's worth.
